What Is People Operations Support?

People operations support is the provision of named people to run the administrative and process work of an HR function: recruitment support, onboarding, payroll administration, records, and the process side of casework. Every decision about a person stays with the client, and so does every approval.

What it covers

People operations is where a small HR team spends most of its time and gets least credit. It is high volume, deadline driven, and it involves other people's employment, which makes consistency more important than speed.

  • Talent acquisition support. Sourcing, screening and vetting candidates against your criteria
  • Onboarding. Running the onboarding sequence across HR, payroll, finance and project systems, and chasing what is outstanding
  • Payroll administration. Preparing payroll, processing leave and overtime, and handling the queries that come with it
  • Probation, performance and casework. The process and documentation side: scheduling, paperwork, records and deadlines
  • Offboarding. Leavers, consultation paperwork and workforce change administration
  • Records and documentation. Contracts, variations, right to work records, training and CPD records
  • Rostering. Shift rostering and coverage across time zones where a business needs it

The pattern across all of it is the same: a process exists, it has steps and deadlines, and somebody has to run it properly every time.

What it does not cover

This is the function where the boundary matters most, because the work sits close to decisions that carry legal weight.

We do not make employment decisions. Who gets hired, who passes probation, what happens in a disciplinary or grievance, whether a role is at risk: all of that is yours. We run the process around the decision, not the decision.

We do not give employment advice. Whether a dismissal is fair, whether a consultation period is adequate, what your obligations are as an employer: those are questions for your HR lead or your employment lawyer. We will flag when a deadline or a step is approaching, which is different.

We do not approve payroll. Payroll is prepared for your approval. Nobody at Clandon signs off a pay run.

We do not replace an HR business partner. The judgement, the relationships with managers and the difficult conversations stay in house. We staff the work underneath them.

Who normally owns it

An HR director, head of people, or in smaller firms an office manager or finance lead who has inherited HR alongside another job. That last case is the commonest and the most acute, because the person owning it has no time and no specialist background, and the consequences of getting it wrong are real.

The client keeps every decision about every individual. What changes is that the process around those decisions runs on time, gets documented, and does not depend on one busy person remembering it.
